The 1825 JR-1 Dime is a very scarce variety rated R-4 by Davis et al in 1984.  At that time, the finest example cited by the authors was an MS65. Today, there are at least seven coins that are MS64 or better, including the PCGS MS65+ in Tom Bender's collection and the wonderful PCGS MS65 from the Pogue collection. 

This variety can be attributed easily by starting with the reverse.  On JR-1 and JR-3 (both of which share the same reverse), the A of STATES is doubled on the left side -- no other 1825 Dime reverse shows this feature.  To tell JR-1 and JR-3 apart, look at the eighth star on the obverse (the topmost star on the right side).  On JR-1, the star almost touches the denticle; on JR-3 the star is father away and points just right of center between the two denticles.
