Despite a relatively high mintage, the 1878 Quarter Dollar is the toughest P-Mint date of the late 1870's.  It's rarity, at least in Mint State, is more similar to the 1874 Arrows.  In Mint State, the most frequently seen grade is MS-62, followed closely by MS-63, then MS-64.  Gems are rare, and none have been certified by PCGS above MS-66 (as of February 2012).
