The 1908 Nickel has the second smallest mintage of any date in the Liberty Nickel series, but it is no more rare than any other date.  In fact, it is a relatively common coin in most grades.  The majority of Proof 1908 Nickels are uniformly brilliant, or they might have a touch of cameo contrast.  True Cameo examples are quite scarce and Deep Cameo examples may not exist.  PR66 examples become quite scarce, PR67s are downright rare, and anything above that would be a super-rarity.
