This year the Philadelphia Mint struck very poor quality coins for circulation. The 1949-P Lincoln Cent, 1949-P Jefferson Nickel, 1949-P Washington Quarter and the 1949-P Franklin Half Dollars are some of the worst coins produced by the Philadelphia Mint from about 1940-1964.  

It is very difficult to find any of these examples in MS66 condition. Some issues don't even exist in MS67 condition. For the Jefferson Nickel, it is very difficult to find any example in MS66 condition with or without Full Steps. There are less than 100 examples certified by PCGS in MS66 without the Full Steps designation with few being graded higher. In MS66 Full Steps, there are less than 5 known and none being graded higher. One of the more difficult issues in high grade condition.
