About half way through the 1955 proof run the U.S. Mint abandoned the polyvinyl packaging and changed to the flat-pack design that was used through 1964. These newer cellophane packages did a better job of maintaining their durability and of protecting the coins. Consequently, many of the coins remained in brilliant condition, free of haze or toning. Despite the improved packaging and increased mintage, the 1955 Cameo Proof Franklin is almost as rare as the 1954. The Type 2 1956 Franklins are known for some good quality proofs. Hairlines and milk spots, a significant problem on other silver proofs between 1958 and 1964, were an insignificant problem on the 1956 issue Franklins.
