The mintage of 4,450,000 would suggest availability in the market, even in Mint State grades, however, large quantities were stored in treasury vaults, never issued and released into circulation. By the 1950's, the 03-O was considered one of the RAREST dates in Mint State. In the early 1960s, mint sealed bags were discovered in a basement vault in Washington, and were released.
